NGOs: Any registered Non-Governmental Organization can file complaint on behalf of the victim

Welfare Organizations: Recognized welfare institutions working for women's rights

Any Concerned Person: Any individual who has knowledge of the harassment can file a complaint

Special Provisions

No Consent Required: Complaint can be filed even without victim's explicit consent in certain cases

Anonymous Complaints: Complaints can be filed anonymously to protect the complainant

Third Party Rights: Law recognizes that dowry harassment affects society and allows broader complaint rights

Broad Legal Standing
